I rise because I have just come from a very interesting and informative hearing in the Budget Committee. Federal Reserve Chairman Alan Greenspan came in today to talk about what he has seen as the tremendous productivity growth in this economy. The productivity growth essentially has come about because of the investment in information technology which has allowed our country to produce more in less time and to increase the output of the many sources of goods and services in this country. It has brought with it, as Chairman Greenspan noted, a significant increase in revenues to the Federal Government, which are allowing us to pay down even more rapidly than previously thought the debt now held by the public. Last year, Chairman Greenspan was adamant. He said the best thing we could do was to pay down the debt. He said, ``I have absolutely zero concern that we are going to pay the debt down too fast.'' Remarkably, today he has said that there is a real danger: We are potentially paying down the debt too quickly.
