We are not saying, Mr. President, exactly what the outlines of this welfare reform proposal will be. The Finance Committee has previously presented welfare reform proposals. We presented and adopted in this body a measure taking $64 billion out of welfare. It was included in the Balanced Budget Act. I would expect that the beginning point would be that point, and if Members wish to change that measure, they can even reduce that by some $10 billion and still achieve the savings that are necessary.
