it is actually worse than that. It is actually worse than that. It is not just the triggered cuts that fall very heavily on the veterans. But let me say, earlier in my remarks, I came to the floor to say that the Senator from New Mexico, under his leadership, has produced a balanced budget, an honest balanced budget that makes some very difficult choices. People do not like it because it is an honest budget, and it has had to make some difficult choices. But the President has submitted a budget which he claims is in balance, but he has told his people not to worry about it. Now the cuts in the Veterans' Administration are not just the result of the triggered cuts.
