“I ask my colleague this: He said maybe the Secretary of the Interior would want to come in. Does my friend know that, under the Endangered Species Act, the Fish and Wildlife Service doesn't even have to go to the President? The Fish and Wildlife Service can shut down an agricultural operation, a road-building operation. The Fish and Wildlife Service has already, in the current law, the power we would seek to give the President, only there is no congressional review. So would the Senator explain to us the difference between the power of the Fish and Wildlife Service and what we hope to give the President on a congressionally reviewable basis.”
