the legal link is merely that there are suggestions, there is not evidence, and this is one of the facts that would be brought out were there to be a hearing. Perhaps the minority leader could tell us what kind of services the potential beneficiaries of this amendment are now receiving. Are they now receiving federally supported care? Are they receiving privately supported care?
