I thank Senator D'Amato, the chairman of the Ranking Committee which has jurisdiction over the Community Development Block Grant Program for his kind words. It was a pleasure to work with you to ensure that the Supplemental Emergency Appropriations Act contains sufficient funding to help impacted areas recover from natural disasters. Specifically, I commend the Senator from New York for his diligence in ensuring that the full scope of the impact of the ice storm in the Northeast was made known to the Appropriations Committee. Without his efforts, and those of his colleagues, many of the needs of the people of New York and the entire Northeast region might not have been fully addressed. Given the circumstances which have been brought to our attention, the committee believes the additional $60 million is fully justified and will help the residents of the area recover from the ravages of the ice storm.
