I tell you, as long as I have been in the Senate, I do not know if we ever had better bipartisan cooperation than Senator Inhofe and I on the Republican side have had with Senator Jeffords and Senator Reid on the Democratic side. Mr. President, 11 weeks ago, we passed this wonderful highway bill. This, what I hold in my hand, is the highway bill. It passed overwhelmingly. It is a 6-year, $318 billion bill for all of transportation. Do you know what? It is still sitting at the desk.”
