I can assure you that it was over my strong objections, and only at the last was it rejected. This measure does many things to continue the small business programs and to assure small businesses can provide jobs in areas where there are great needs when there is poverty and unemployment. There are provisions that are recommended by the Women's Business Conference. There are provisions to bring jobs into needy low-income communities. These bills together have many of the things that the President also requested. I regret to say that the President and some of our colleagues on the other side of the aisle are pouting because they didn't get it all. I can tell you something. I didn't get all that I wanted in this bill either.
