I urge my colleagues to support this continuing resolution, as unpleasant as it is. We don't like being in this situation, but we're in this situation nevertheless. For the first time since 1974, we didn't pass a budget last year. We don't like being in this situation, but we're in this situation. There's a real disconnect between Washington and the American people. If you had a $10,000 budget, and 40 percent of that is actually borrowed money, then what we're talking about with H.R. 1, we'd be shaving off $28 from a $10,000 budget. The reason that Congress has continued to draw such unpopular respect with the American people is that there is a disconnect. Last year, we had a $223 billion deficit; the largest in the history. We're talking about shaving $6 billion until we can get a resolution between the House and the Senate and encourage the White House to join the mix.
