knowing that time is precious and that our colleagues from Florida have already engaged the gentleman from California, I would like to raise this question in a colloquy. Mr. Speaker, as these discussions continue toward a plan that could affect future oil and gas leasing in the Gulf of Mexico, can the gentleman assure the delegations from all the States that border the Gulf of Mexico that any proposed plan would equitably and fairly consider the interests of those States?
