Our budget would eliminate that procedure. It's something I've opposed, but it's stuck.
I've not so jokingly said, for years, Congress will pass anything on immigration, as long as it doesn't work.
I don't think that statement needs modifying, but it's obviously in context that the President of the United States clearly has a constitutional power to execute pardons.
