General Kehler, we were told the balance of forces represented by the New START treaty would be stable and that those force levels were what was necessary to support U.S. deterrence requirements. Why is it necessary to pursue further reductions?

I really am amazed that a judge sitting on an island in the Pacific can issue an order that stops the president of the United States from what appears to be clearly his statutory and constitutional power.
Senator Shaheen, we intend to get that money out. Sooner is better than later.
I don't think that statement needs modifying, but it's obviously in context that the President of the United States clearly has a constitutional power to execute pardons.
I think this is doable, but it cannot be done if we haven't fixed the illegal immigration flow.
