Why wouldn't we treat everybody we capture, at least initially, as a prisoner of war, as a combatant that meets the evidence of that?

I do agree with you that it is a very difficult situation, and Alaska has a particularly unusual situation without having specific Tribal lands that receive specific funds from the Government.
