I think you are right that crime does create poverty. It can result in an abandonment of whole neighborhoods.

I do agree with you that it is a very difficult situation, and Alaska has a particularly unusual situation without having specific Tribal lands that receive specific funds from the Government.

It hasn't been good, and the American people don't like the idea that we're separating families. We never really intended to do that.
