Now, if an agency or a department applies--and why wouldn't they apply? Every good sheriff and police chief wants to do more in their community, and they have every incentive to try to get a free officer funded by the Federal Government.

I've not so jokingly said, for years, Congress will pass anything on immigration, as long as it doesn't work.
I see the fact that no one was being prosecuted for this as a factor in a fivefold increase in four years in this count of illegal immigration. So, yes, hopefully people will get the message.
