I would like to proceed with this bill and get this bill moving. There are a number of amendments that we have that have been cleared by both sides, the Democratic amendments, Republican amendments, and all of this. I am afraid we are getting caught up in playing games. I think each amendment ought to be like a barrel and stand on its bottom and on its own merits. I would hope that as to both sides that indicated some matter pertaining to this we could proceed with the amendments that have been cleared by both sides. For example, there is an amendment by the Senator from California, who is presiding right now. There is no objection to it. But we are getting into a situation of where because of an amendment that is controversial and may have to be voted on everything else is being held up. It is sort of a leverage situation. I would hope that we could start proceeding on this and the amendments that are agreed to and go ahead with them.
