I will vote to confirm the nomination of Florida Chief Justice Rosemary Barkett for a seat on the U.S. Court of Appeals for the Eleventh Circuit. Having reviewed Justice Barkett's overall record--I emphasize ``overall record''--as well as her responses to questions asked of her at her confirmation hearing before this committee, I believe that Justice Barkett possesses all of the necessary qualities to warrant her confirmation to this distinguished appellate court which comprises the States of Florida, Georgia, and Alabama. I am convinced that she possesses the intelligence, integrity, and temperament necessary to be a fair and impartial judge. It appears to me that her overall record demonstrates that the vast majority of her judicial decisions are within the judicial mainstream and reflect that she will attempt to faithfully apply precedent established by the U.S. Supreme Court. Justice Barkett has been a trial judge and an appellate judge for over 15 years in the State of Florida, and she has the full support of both Florida Senators, as well as its distinguished Governor Lawton Childs who was a former member of this body. Furthermore, she has been endorsed by a vast number of newspapers and organizations within her State and throughout the Nation.
