the purpose of this motion is to provide an additional $15 million for the International Narcotics Program, and to offset the addition by reducing the aid to the former Soviet Union, Russia. This motion goes a little ways toward what the Gilman-Rangel-Oxley amendment would have done, had it been made in order. It restores $15 million of the administration's requested $52 million budget increases. Mr. Speaker, some would argue that the International Narcotics Program is not as effective as it should be, but I would argue that neither is the program aid for Russia.
