None of the funds made available by this Act may be used to implement, administer, or enforce the final rule entitled ``National Emission Standards for Hazardous Air Pollutants: Lime Manufacturing Plants Technology Review'' published by the Environmental Protection Agency in the Federal Register on July 16, 2024 (89 Fed.
