I don't have a lot of confidence in the rulemaking process at this time, and its impact that it's already had is pretty severe.

I hope that this committee will be engaged in the process to ensure that the rulemaking process is handled in a better matter.

I think that's one of the problems that we have in trying to make sure that the taxpayers' interests are protected.
