I think it is an unfortunate part of FEMA's history. I can understand why there is a built-in political bias for FEMA employees in Washington because only about 6.5 percent of the vote for President in the Washington, DC. went to Trump.

the fact that you have not had a successful audit in 34 years and the fact that you have not implemented much of what the GAO has recommended is problematic.
