I think it is an unfortunate part of FEMA's history. I can understand why there is a built-in political bias for FEMA employees in Washington because only about 6.5 percent of the vote for President in the Washington, DC. went to Trump.
Some of them are pretty good about implementing, but some of them are absolutely terrible about it.
Would that have anything to do with the way Congress appropriates funds for the Department of Defense?
