I think it is an unfortunate part of FEMA's history. I can understand why there is a built-in political bias for FEMA employees in Washington because only about 6.5 percent of the vote for President in the Washington, DC. went to Trump.

We have got all kinds of problems with this. I was very involved in Alabama looking into fraud in respect to that.
