I think we are far better off if we are in a preventive mode than we are in trying to recover what has gone out.
I think it is an unfortunate part of FEMA's history. I can understand why there is a built-in political bias for FEMA employees in Washington because only about 6.5 percent of the vote for President in the Washington, DC. went to Trump.
Would that have anything to do with the way Congress appropriates funds for the Department of Defense?
