To the point, there is nothing in this statute that allows for continuing violations, and there is nothing in this regulation that provides for workplace safety. This is a power grab by an agency in violation of its authorizing statute and by a clear decision of this circuit court of appeals. Mr. Speaker, I reserve the balance of my time.
