We have heard the phrase ``land grab.'' This is an ocean grab. There is no cooperation here. This is dictation by the Federal Government to people that live along the coast of the United States of America. It is time to take our oceans and the water of the United States back, not for the bureaucrats in Washington, but for the people of the United States. That is who actually owns this water, not some faceless bureaucrat in Washington who wants to tell us what to do. So I urge my colleagues to vote ``yes'' on this amendment and take back control of our oceans for the people of the United States and not allow it to be directed by bureaucrats in Washington who couldn't care less what we feel like on the coast. Mr. Chairman, I yield back the balance of my time.
