I appreciate the gentleman's remarks. I accept his offer. I look forward to working with him. We have got to start somewhere, and this is a good place to start. I heard the gentlewoman's remarks. The Wall Street Journal reported that this agency caused an increase in oil prices by one of its malfunctions. So I don't think it is quite a perfect agency as she made it out to be. This is a point that we need to make. And I intend to continue to make this point as we go through the appropriations process. I urge a ``yes'' vote on this amendment. I yield back the balance of my time. The Acting CHAIR. The question is on the amendment offered by the gentleman from Alabama (Mr. Byrne). The amendment was rejected. Amendment Offered by Mr. Sean Patrick Maloney of New York
