My colleague from North Carolina and I worked together on many things, and I have great respect for her, but I think her argument ignores a very important fact about this bill, and that is that you can't be coerced into doing this. You have to do it voluntarily. If you would rather get your time and a half in pay, that is your decision. You are going to get it. The law requires that. There is nothing that forces anybody to get that. Mr. Speaker, I reserve the balance of my time.
