I appreciate the gentlewoman's comments and concerns about protecting all of our privacy on the internet. I think we all should be about that. But instead of having a misguided and unauthorized regulatory action that left vast gaps in this system, we should have a comprehensive bill to deal with it. That bill is not before the House today. What is before the House today in this rule are two bills: one that deals with the drought in the West, which is very important; and the second is provide for the safety and security of the American people. So that is what we are here today about. I appreciate her concerns about that. I join with her, and I hope that we have a bill on this floor that comprehensively deals with the issues that she brought up, but now is not the time, these are not the bills, and this is not the rule to deal with it. Mr. Speaker, I reserve the balance of my time.
