It is still a tax cut, and it would yield approximately $2.6 billion, enough to recoup the Medicaid cuts. And I make that point, Mr. Ford, simply because last night we heard the President tell us that we are all bound together in this long twilight struggle against terrorists around the world. And if we are all bound together to face terrorists around the world, it is very interesting that a day later we sever a lot of those bonds when it comes to whether we care about education or whether we care about health care. The President had it right last night. Either we are connected to each other or we are not. And that is where this budget is so wrong.
