In reference to the argument of the Senator from Montana, Congress has allowed the administration to make similar decisions on rescinding funds in 1999, 2004, and twice in 2008, while our friends on the other side of the aisle were in control of Congress. That argument simply does not hold water. I urge my colleagues to support the paid-for amendment, the Johanns amendment. The PRESIDING OFFICER. All time has expired.
