And as the gentleman from Wisconsin has pointed out in opposition to the bill, there are other environmental programs that certainly are very meritorious. I think in my discussions with the gentleman from Florida, he has indicated that Federal land exchange is a better way to address this issue or certainly would be helpful, no cost to the taxpayer, wise use of surplus government lands. It would protect the Everglades and protect the other environmental programs that the gentleman from Wisconsin wants to fund. It would also address the budget issues that the gentleman from Louisiana has.
