In summing up, I support the amendment that has been introduced by the Senator from Oklahoma and would say it is a matter of resolve in the eyes of the Arab world. It is much larger than Iraq and much larger than a $10 billion loan or $5 billion here or $5 billion there. In fact, it will be viewed in the Arab world, in the Arab community, as a test of America's resolve, and I do not want us to fail that test.
