I rise today to address the agricultural issues that have been presented by my colleagues, the agriculture appropriations bill, and to discuss the current state of agriculture in the country. More particularly, I think it is most pertinent and appropriate to discuss the amendment that has been introduced by the distinguished Democratic leader on behalf of my friend and colleague from Iowa, Senator Harkin. It is a sense-of-the-Senate resolution that describes a very serious situation in agriculture today. The distinguished chairman of the Agriculture Appropriations Subcommittee, the Senator from Mississippi, has indicated that if we could work on this a little bit, there should not be any problem in regard to a sense-of-the-Senate resolution that addresses the serious situation we have in agriculture, and more especially, the regional crisis that is now being experienced in the northern plains.
