Does the Senator from New Hampshire believe that Federal spending is one of the most difficult challenges we have here and is a matter that will need a bipartisan approach? And that we need to employ all the reasonable tools that we can to try to bring Federal spending under control? Otherwise, we are going to create a massive crisis for our children and our grandchildren, and this proposal would be one such reasonable tool.
