I want to point something out to my colleagues here and anyone who may be paying attention to this debate; that is, what we are having to do in order to discuss the issue of the minimum wage on the floor the this House. What we are having to do is to hold the discussion on a completely different item, H.R. 303, which has nothing to do, Mr. Speaker, with the minimum wage. But it has everything to do with the willingness of the majority to allow us to discuss and vote on the minimum wage. What we are calling for today is a no vote on the previous question. Anybody who hears that wonders, what kind of mumbo jumbo is that? Well, it is what we have to do in order to get the Members of this body on the Record for or against an increase in the minimum wage. Let us talk about who would get a raise if we increased the minimum wage in America. Remember, it is at a 40-year low next year, if we do not increase it, 40-year low in purchasing power. But who are these people? Well, to hear many talk about it, we would have to think that they were teenagers, that they were people who did not need an increase. But we know better than that. Sixty percent of the people who would receive an increase in the minimum wage are women; 14 percent of Kentucky workers, that is over 200,000 people in my State, would increase their income because of an increase in the minimum wage.
