If I'm making a decision that is highly likely to be in legal challenge, I want to make sure I've dotted my i's and crossed my t's.

I do have concerns about that.

I think Shabana knows. It was in the newspaper at the time. I’ve not changed my view on that. I just think when people relocate because we have skills shortages in this country, I think we have to be aware of that.

I do not take this lightly. I recognise the huge amount of work that has already gone into progressing reorganisation in each of these areas and I am very grateful for it.
