If we are worried about fraud and abuse, we have penalties up to $10,000 and potential disbarment from the program and all USDA programs for any producer, any agent, any loss adjuster, or approved insurance provider who is found to have defrauded the program. These provisions in terms of fraud and abuse are strong; they are clear. Those who attempt to defraud the program and taxpayers will be punished. Every year, our producers put the seed in the ground and they believe if the good Lord is willing and the creeks don't rise or we don't have a drought, they will produce a crop. When the events do occur, they must have the tools to manage these risks.
