I wanted to explain this tie that the Senator from Mississippi has maligned. I don't know if I could seek a parliamentary ruling. Is that a violation of rule XIX, degrading the tie of a Senator? The PRESIDING OFFICER. In the opinion of the Chair, it is not a violation under the rules.
