I rise this morning to warn my Senate colleagues about an urgent issue facing the Senate and this Nation. This issue has been identified many times now by various respected commissions, by leaders within the military, the academic, political, and national security communities. Whether we admit it or not, the need for action is instinctively understood by most Members of this body. However, despite months and years of hearings, testimony, and warnings, until September 11 there was little sense of urgency or desire to make changes to the structure of the Senate required to address the problems of homeland security and terrorism.
