I would like to engage my good friend and colleague Senator Bennett, the distinguished chairman of the Senate Agriculture Appropriations Subcommittee, in a colloquy regarding funding for an alkaline digester for Kansas State University. This digester will be used to conduct important animal disease research to protect the United States from an agroterrorist attack.
