Mr. President, before you saddle up to ride on a new trail, it is a good thing to take a look at where you have been. You can avoid a lot of trouble--a lot of ditches, a lot of box canyons--that way. The problem is that in terms of yet another expensive disaster bill for farmers and ranchers--sorely needed--we are indeed in a box canyon. It appears we are going to have to pay quite a price to backtrack, to get to a responsible and reasonable farm program policy to be of assistance to our farmers. We didn't have to go down this trail. I would like to read a quote by the distinguished Senate majority leader. He is doing the best he can, as he sees it, with the disaster bill. But the majority leader said in regard to the new farm bill when it was passed in May, according to CQ Monitor News: What we are doing is putting certainty back in the bill. And I would argue, we're going to be doing it at less cost to the Federal Government during the course and life of this bill than we did under Freedom to Farm because you are not going to see these disastrous supplemental requests in the future.
