Mr. Chairman, we need to be clear about a number of matters with regard to this amendment. The first and most important is no Federal funds will be used to provide these services. The substitute that is being offered by the gentlewoman from Connecticut relates only to the use of private funds. No medical providers will be forced to perform this procedure. No one will be forced to perform this procedure. All branches of the military have conscience clause provisions that permit medical personnel who have moral, religious, or ethical objections to this procedure to opt not to perform it. The substitute preserves this clause. Mr. Chairman, this will keep military servicewomen and military dependents out of back alleys by allowing them access to safe, legal, and comprehensive reproductive services. I urge support of the DeLauro amendment.
