I think one of the problems with the current situation, and why we need to move to change the law, is because some schools have adopted it, others haven’t and that variability across the country will be letting some pupils down.
Of course national security has to be taken firmly into account, but what the Scottish Government is saying is you should have engaged us on those points, and we ask you to reconsider them to make sure that it was the right judgment.
