If Andy Burnham proposes the devolution of further powers to the Scottish Government, and of course, I'm going to welcome that, because it will give the parliament, as we've seen on a number of occasions since the parliament was established nearly 13 years ago, a much greater strengthening of the powers of the parliament, which is necessary at this time.
