The bill is simple, straightforward and direct, and the UK Government now needs to respect the voice of the Scottish people and Parliament and transfer the necessary powers.

Scotland is ready. The Scottish people are ready. It is time the UK government delivered.

I am pleased we have now got 11 of these centres up and running, and we are going to expand the programme to 40.
