We have to reexamine the theory of--in my perspective, Mr. Chairman--not just flood insurance, but catastrophic occurrences that are happening more and more across the country.

That means that the formula that we're using to calculate who should be paying into the system is insufficient and certainly leaves the program underfunded.

My concern is that when you look at the National Flood Insurance Program, the one thing we have to say is that it has not worked the way that it was intended to.

It is 146,000 acres. Do you consider that a fairly significant piece of real estate?

We need an explanation of this.

This budget appears to me to be written to pursue domestic progressive goals rather than meet crucial needs overseas.

When you act in a way that is in pursuit of democracy, rule of law, and human rights there is a benefit.

We got to have a plan going forward that is much more reliable than what we have got here.

We are looking forward to that and I got to tell you, there is going to be a lot of pressure from this committee to see what you are going to do about this because this--just saying, well, this happened and we are concerned.
