A critical component of this Committee's work is to establish policies that promote rather than discourage entrepreneurship in this country.

Steep regulatory costs and the sheer volume of regulations that come from Federal agencies year after year too often prevent a would-be entrepreneur from ever taking the first step.

The delayed process postpones--in other words when appropriators and authorizers can commence hearings to review agency spending.
