Why are the territories being treated like the lesser beings in the U.S. Congress standing outside?

Nearly 4 million Americans live on American soil and cannot fully participate in our democracy.

Territories do not have that luxury. The challenge that comes with that is that, you know, territorial issues and concerns don't have a voice.

I submit that they would be much more likely to receive parity and equality under these programs if millions of Americans who live in the territories of the United States were allowed to participate fully in our democracy.

I know that I have run out of time, but I would like to submit for the record written testimony from so many Virgin Islanders who have given me written testimony.

The other thing, the second one would be to remove the barriers and the disparity and treatment of the territories in terms of funding.
