We really need such a program, again, when I think about our small cities and how this would not just help them with funding but help them with the kind of coordination that you talked about.

I do believe it will, because I believe that we could do more planning, more coordination, and really work better with the local governments and the small business to bring everybody up to a level that we want them to be.
